Duty Summary.
The Programme Development and Quality (PDQ) manager leads the development of high-quality, innovative programs that deliver immediate and lasting change for IDPs, Refugees based on data and experience gathered from those programs’ Monitoring, Evaluation, Accountability, and Learning (MEAL). The position ensures that programs are designed in accordance with the program’s strategy and the values shared between AASOSA and its partners. The position is also responsible for ensuring the quality of programs and providing technical capacity building for partners in sectoral areas. The position also provides management, working closely with the Director of Programs in assuring that the AASOSA program is closely coordinated with the humanitarian community and coordination architectures nationally and regionally, incorporating research and best practices to inform the quality of our work.
SCOPE OF ROLE:
Reports to: Director of programs: Staff directly working with this post: PDQ Technical Advisers (WASH, Health, Education, CP, Nutrition, FSL, Gender, and Youth).
KEY AREAS OF ACCOUNTABILITY:
Strategic design and delivery
• Contribute to developing, maintaining, and reviewing strategy and strategic vision for the AASOSA programs.
• Lead in developing program strategies and annual plans, ensuring all technical input to AASOSA strategy, proposals, and reports are coordinated.
• Lead on developing standardized programs and sector log-frames aligned with strategy and partnership strategy.
• Lead on needs assessments and program analysis to support annual strategy review and planning.
• Ensure beneficiaries participate in the program design, implementation, and monitoring via partner organizations.
• Responsible that programme quality meets at least minimum standards across different locations of humanitarian Response
• Support MEAL in developing a research programme by defining research topics and providing technical oversight to projects.
• Assures the AASOSA program is based on data and experience gathered from high-quality Monitoring, Evaluation, Accountability, and Learning (MEAL) through partners
• Ensure technical staff provides input into proposals and proactively and regularly communicate planned program design and implementation requirements to relevant AASOSA departments/functions. Support advocacy and media campaigns by defining technical messaging.
Line and team management:
• Ensure that the different technical sectors of the Country Office are coordinated, integrated, and support each other to optimize programs and projects.
• Monitor the recruitment, training, and promotion of program staff to ensure core functions are filled, with a focus on relevant key positions where feasible.
• Manage the performance of direct reports using AASOSA performance management policies and procedures as well as through appropriate coaching, mentoring, training, and development Representation and Networking:
• Support establishing, maintaining, and improving active and regular working relationships with partner agencies, including humanitarian and development donors and local and international NGOs.
• Maintain a network across international organizations, Governments, and Donors.
Partnerships
• Lead on ensuring sufficient TA support to the partner organizations across access points.
• Support partnership modality by ensuring their participation in designing and implementing area and sector-based plans for SRO.
• Conduct periodic reviews of annual plans in the PDQ area with partner organizations to ensure a shared vision in technical areas.
• Ensure PDQ Team is adapted to the partnership modality and their service to the modality is done so; it strengthens the model further.
Cross-Cutting:
• Support the AASOSA in embracing and implementing a fully ‘Durable Solution; in partnership with RPDQ concepts.
• Support AASOSA CO through MEAL capacity to strengthen accountability mechanisms throughout the response.
• Support sufficient Area Offices in meeting their needs for quality programming and developing programs that meet the needs of the children we serve.
QUALIFICATIONS AND EXPERIENCE
• At least seven years experience in an NGO environment, including experience directing and implementing programs for both emergency and development contexts, preferably with solid experience in more than one of the AASOSA priority sectors: education, protection, and emergencies.
• Recognized leadership role in relevant technical areas at both field and country levels.
• Master’s degree in social sciences, in social development.
• Very good understanding of Asia and Africa context.
• Experience in working with partner organizations in humanitarian or development settings.
• A general appreciation of the issues concerning the NGO sector, both development and humanitarian issues.
• Solid experience in developing and managing monitoring and learning systems.
• Good analytical skills. An effective negotiator with the ability to positively influence cross-departmental and cross-sector working.
• Credibility to lobby, influence, and represent AASOSA at all levels.
• Resource management, training, capacity building, coaching, and mentoring skills.
• Ability and willingness to dramatically change work practices and hours and work with incoming teams, in emergencies.
• Commitment to and understanding AASOSA’s aims, values, and principles, including rights-based approaches.
• Fluency in written and spoken English and knowledge of Arabic will be an asset.
